Swiss embassy in Baghdad reopens
Bern, 03.09.2024 - Switzerland reopened its embassy in Iraq today, 33 years after closing its previous representation due to the 1991 Gulf War. By reopening the embassy, the Federal Council aims to strengthen bilateral relations with the populous country and deepen cooperation in economic, security and migration matters. This move also fulfils an objective of the Federal Council's MENA Strategy 2021–24.
Iraq's security situation has improved in recent years, following a period of severe internal conflicts. The country is now entering a phase of economic development while simultaneously playing an increasingly important role as a regional mediator and bridge-builder. Iraq has made consistent efforts over the last few years to promote peace and security in the region. Today, over 50 countries have their own embassies in Baghdad, including Austria, France, Italy and Germany.
Swiss interests in the areas of the economy, security and migration
Federal Councillor Ignazio Cassis assessed the situation on the ground in 2021, where the embassy's reopening was a key discussion point with his Iraqi counterpart. Following this, the foreign affairs committees approved the reopening in autumn 2023.
The new embassy will work to strengthen Swiss-Iraqi relations, foster cooperation in economic, security and peace matters, and advance Switzerland's interests. Iraq's energy resources and diversified economy present promising long-term export and investment prospects for Swiss businesses.
Bilateral cooperation on migration is another priority for Switzerland. The Federal Department of Justice and Police (FDJP) has supported migration-related projects in Iraq since 2020 and has recently stepped up dialogue with the Iraqi authorities. These discussions culminated in a migration agreement signed in May 2024. The State Secretariat for Migration is seconding a Swiss migration officer to the new embassy to support migration cooperation on the ground. She will assist Ambassador Daniel Hunn, appointed by the Federal Council in March. The Swiss embassy in Baghdad will operate with a staff of three.
While the Baghdad embassy will focus on political and diplomatic matters, the Swiss embassy in Amman, Jordan, will continue to manage consular services and process Swiss visa applications for Iraqi citizens.
Important presence in the region
To safeguard its interests in the region, Switzerland relies on good bilateral relations. By reopening the embassy in Baghdad, Switzerland strengthens its role as an actor in the areas of peace promotion and humanitarian aid, and as a partner in economic matters in the MENA region. Due to Iraq's geopolitical significance, reopening a diplomatic representation in Iraq was an objective of the Federal Council's MENA Strategy 2021–24.
